			<content:encoded><![CDATA[<p>Speckled trout are among the most popular saltwater fish of the Chesapeake Bay and coastal estuaries of Virginia. Also known as spotted seatrout or simply &#8220;specks&#8221;, these beautiful fish have a sleek body, silvery gray back and white belly. The flanks and backs of the fish have an iridescent sheen and black spots. The dorsal and tail fin are also spotted.</p>
<p>Speckled trout are caught locally using a variety of methods including fishing with live bait, cut bait and casting artificial lures or by trolling. Shallow water fishing for speckled trout using artificial lures is popular in Virginia. Anglers cast small jigs, soft plastics and other lures around the edges of grass beds, stumps, points, rips and other likely areas. Fly fishermen also target these areas, fishing a variety of flies that mimic bay local baits such as bay anchovies, mullet, spot, shrimp or blue crabs.</p>
<p>In some areas, speckled trout can be caught by anchoring and bottom fishing with cut peeler crab or soft crab baits. Fish are sometimes caught in deep water along a channel edge, but most bait fishing for specks occurs around grass beds in 2-4 feet of water. In addition to peeler and soft crab baits, squid, bloodworms, cut spot, live spot and even chicken breast soaked in peeler crab oil are sometimes used.</p>
<p>Tides are sometimes important for catching speckled trout. Many Chesapeake Bay anglers prefer fishing the last 2 hours of the incoming current and the first 2 hours of the outgoing. If this coincides with dusk, the fishing is more likely to be good.</p>
<p>Shallow water fishing for speckled trout is done in a number of areas throughout the middle and lower Chesapeake bay. This region includes several small islands where speckled trout are found, such as Smith, Tangier, Watts, Fox, Parkers Islands and others.</p>
<p>Further south, several rivers and creeks along the lower bay feature habitat that speckled trout prefer, including eel grass beds, shallow oyster bars and other fish attracting structure.</p>
<p>Shallow water fishing can be very exciting as speckled trout, gray trout, croaker, striped bass, bluefish, black drum, red drum and other species share the same areas. This fishing is often best during the low light hours of early morning and again around sunset.</p>
<p>Anglers also fish by casting bucktails to structure such as rockpiles, jetties and shipwrecks. Popular lures include a plain white bucktail with a plastic worm and a piece of peeler crab. Other popular jigs for casting to structure include soft plastic lures in a variety of shapes and colors.</p>
<p>Speckled trout are sometimes caught while trolling with wire line. Often, catches are accidental but some anglers target gray and speckled trout with wire line. The Chesapeake Bay Bridge Tunnel, Hampton Roads Bridge Tunnel and other structures provide areas where trolling can be productive for trout, especially if targeting large speckled trout or gray trout (seatrout).</p>

			<content:encoded><![CDATA[<p>The VMRC has voted on flounder size regulations for the 2010 season.  The new regulations set the flounder size limit at 18.5 inches, with a creel limit decreased to four fish per day, with no mid-season closure.</p>
<p>VMRC also voted to reduce the daily limit of six weakfish to one fish a day for recreational anglers, and to reduce the commercial harvest to 100 pounds per day or trip, whichever is longer. These actions were taken in order to meet mandated Atlantic States Marine Fisheries Commission harvest reductions.  The reductions were a result of data that shows the species has been highly depleted on a coastwide basis. The catch reductions will take effect May 1, 2010.</p>

The Draft Addendum proposes a range of options to revise the management program&#8217;s biological reference points and reduce the level of fishery removals.</p>
<p>It was developed in response to the findings of the 2009 weakfish stock assessment which shows weakfish stocks at an all time low and current fishery removals unsustainable under existing stock conditions.</p>

<p>The Draft Addendum will propose a range of options to reduce fishing mortality, including complete harvest moratoria and limited bycatch only fisheries. It was developed in response to the findings of the 2009 weakfish stock assessment which shows weakfish stocks at an all time low and current fishery removals unsustainable under existing stock conditions. Specifically, the assessment indicated that weakfish abundance has declined markedly, total mortality is high, non-fishing mortality has recently increased, and the stock is currently in a depleted state. The assessment report was reviewed and approved for management use by an independent panel of fisheries scientists.</p>
<p>The weakfish stock is depleted at an all-time low of 2.9 million pounds (1,333 metric tons), far below the proposed biomass threshold of 22.4 million pounds (10,179 metric tons). At this stock size, recent fishery removals (landings and dead discards combined) represent a significant proportion of the remaining biomass. While the decline in the stock primarily results from a change in the natural mortality of weakfish in recent years, it is further exacerbated by continued removals by the commercial and recreational fisheries.</p>
<p>Natural mortality has risen substantially since 1995, with factors such as predation, competition, and changes in the environment having a stronger influence on recent weakfish stock dynamics than fishing mortality. Given current high natural mortality levels, stock projections indicate that the stock is unlikely to recover rapidly, even under a harvest moratorium. In order to rebuild the stock, total mortality will need to be reduced, although this is unlikely to occur until natural mortality decreases to previous levels. On a positive note, juvenile abundance surveys indicate that young-of-the-year weakfish continued to be present in numbers similar to previous years, suggesting that recruitment at this point has not been severely limited in spite of low stock size.</p>
<p>The Board has placed the Draft Addendum on a faster timeline than standard addenda. Staff and the Plan Development Team will prepare a draft for Board review and consideration on September 28th. If approved, the draft will then be made available for public review and comment shortly thereafter. The Board will meet again in November to consider public comment and take final action on the Draft Addendum. Under Commission procedures, the Board may opt to implement the Addendum under emergency action, with approved measures taking effect immediately upon Board action.</p>
<p>Fishermen and other interested groups are encouraged to provide input on Draft Addendum IV, by attending public hearings or providing written comments.  Copies of Draft Addendum IV will be available shortly after September 28th  via the Commission’s website at www.asmfc.org under Breaking News.
